Foreigners who have obtained citizenship and a passport through the Citizenship by Investment Program can apply for a driver’s license. However, it is only possible for foreigners who visited the island and passed the exam.

Economic Citizens are required to be on the island in order to apply for a driver's license.

Applicants who wish to be eligible must do the following:

Obtain a Class "L" driver's license (Learners Authority) from the Inland Revenue Department (IRD)

Pass the road theory examination

Pass the road test (practical)
